Note whether the range was in use and how hard. Let the hood run — interrupting an overheat response is the one thing not to do while the cooktop is hot. If it starts with everything cold, try the controls and see whether it can be switched off normally. Check whether a remote or a wall control could be sending a command.
Why this feature exists
A hood sits directly above the hottest thing in the kitchen, with cabinetry around it and a duct above. Left unventilated during a long high-heat session, that space gets hot enough to matter. Starting the fan automatically is cheap insurance for the joinery, and it is why the behavior is in the manual rather than in a problem table.
When to call
Cold range and the fan starts: call. Fan will not stop: call. Fan starts during a hard sear and stops afterwards: that is the hood being sensible, and nothing needs doing.

Should I turn it off at the breaker?
Not while the range is hot — the hood may be running for a reason. If it is running with everything cold and refuses to stop, the breaker is a reasonable temporary measure until it is seen.
It never used to do this.
Grease on the sensor is the usual explanation for a hood that has recently developed the habit, and a proper clean often ends it.
